Common Eligibility Test (CET)

In order to bring transparency in various government procedures, to ease the difficulty faced by surging candidates after failure in the proper conduction of exam, to short out plethora of challenges with proliferated workload and less manpower, this has been proposed to Rajya Sabha on 14th March 2018, that a Common Eligibility Test (CET) will be conducted for govt exams viz SSC, Banking, Railway and others 2019 onward. However it still is not officially out and will be treated as a supposition until it is proclaimed on the papers. 

The advantages of this innovative idea by the govt are mentioned in the post. The Government of India has proposed to introduce a Common Eligibility Test (CET) to shortlist candidates for vacancies of Group ‘B’ (Non-Gazetted) and below level posts in the Government of India. Through this exercise, the entire recruitment system would be revamped and rationalized in two distinct stages, i.e. 
(i) Tier-I 
A Common Screening Test subsuming the preliminary Tier-I examinations conducted by all recruiting agencies of the Government of India, viz. SSC, Railways, Banking, etc; and 
(ii) Tier-II 
The main Examinations to be conducted independently by the concerned recruiting agencies

Advantages of CET

  • CET will reduce the number of examinations conducted by various agencies of the government and will save significant amount of money spent on conducting these examinations by different recruiting agencies.
  • In future, the CET scores may be further used by State Governments, if they so desire and even private companies may use it for short-listing candidates for employing them.
The Committee notes that initially the Government will be conducting the CET only in English and Hindi medium.

In an official report submitted by the Rajya Sabha Committee on March 14, 2018, the Staff Selection Commission (SSC) has proposed to replace the SSC CGL Tier 1 2019, SSC CHSL Tier 1 2019, RRB NTPC Stage 1 2019 and other Bank Clerical  exams with a Common Entrance Test (CET) from the year 2019. The Hon’ble Finance Minister had earlier proposed in its Finance Budget speech (2016-17) to introduce a Common Eligibility Test (CET) to recruit candidates for vacancies of Group ‘B’ (Non-Gazetted) and below level posts in the Government of India. 

How will CET impact SSC 2019, RRB 2019, Banking 2019 aspirants?

Tier- 1 /Common Screening Test / Common Entrance Test will replace the preliminary/stage 1 exams conducted by all the recruiting agencies of the Government of India.

  • Your score in CET 2019 will determine your eligibility for Tier-II in respective exams. 
  • Your CET score may stay valid for two years.
  • Tier – II will be conducted independently by the concerned recruiting agencies and will not be common for all exams.
  • Candidates would mandatorily have to register themselves on a dedicated portal developed by the National Career Services (NCS) of the Ministry of Labour & Employment, which would generate a unique ID for each candidate.
  • CET would be conducted at three levels: (i) Matriculation Level; (ii) Higher Secondary (10+2) Level; and (iii) Graduation Level.

CET 2019 Rajya Sabha Official Report

It has been decided by the Government that in the Financial Year 2018-19, only one level of CETs, i.e. at the Graduation Level would be conducted. This effectively means that SSC CGL 2019 Tier 1 and RRB NTPC 2019, Banking would be conducted in February 2019. In the successive year(s), all the three levels of examination would be conducted.

There is also scope for you to apply for various recruitment  drives by State Governments / Public Sector Undertakings / Private Sector on the basis of your CET score. The Government has also proposed to include only those examinations in CET which are presently conducted in English and Hindi medium only.

Finance Minister Arun Jaitley had earlier proposed in its Finance Budget speech (2016-17) to introduce a Common Eligibility Test (CET) to recruit candidates for vacancies of Group ‘B’. 
It is certain by now that the GOI has decided to replace only the Graduation level exam with CET 2019. This will effectively replace SSC CGL Tier 1 2019.

A few details on proposed CET 2019

  • Your score in CET 2019 will determine your eligibility for Tier-II for SSC CGL Tier 2
  • Your CET score may stay valid for two years.
  • Tier – II will be conducted independently by the concerned recruiting agencies and will not be common for all exams. This means SSC CGL Tier -II will be conducted by SSC.
  • Candidates would mandatorily have to register themselves on a dedicated portal developed by the National Career Services (NCS) of the Ministry of Labour & Employment, which would generate a unique ID for each candidate.

Exam  Name- Common Entrance Test, 2019 for SSC Banking and Railway Exams

Exam Details – The Common Entrance Test 2019  has been proposed to be conducted in three levels:

i) Matric Level

ii) Higher Secondary Level

iii) Graduation level

Educational Qualification

CET 2019 Matric Level- 10th Standard  passed from a recognized board

CET 2019 Higher Secondary Level- 10+2 Intermediate/Higher Secondary or equivalent exam passed from a recognized board

CET Graduate Level- Graduation in any discipline from a recognized university

Important Information regarding SSC CET Recruitment 2019

i) Candidates have to register themselves at National Career Service – NCS Portal in order to apply for CET. NCS will generate an Unique ID for each candidate.

ii) It is proposed thet currently the CET will be conducted in two languages: English & Hindi .

iii) CET Score will be valid for Two years

iv) There are chances that the CET Score might be required for PSUs/State Govt/ Private Sector jobs

i) As per the Report presented at Rajya Sabha. The CET 2019 will be conducted in Two stages:

Tier I Exam- A Common Screening Test  (similar as Tier I Preliminary Exam of SSC.Railway, Banking etc)
